So this gentleman is COOKE, and basically the person Eevee relies on most. She's known him for her whole life, and he's been there for her since before she was even born. Cooke is from the same small town she is, but grew up being best friends with her dad, despite being a little younger. When her dad started up his gang, he was his right hand man, but he's always tried to keep himself out of the more illegal aspects. He was there the day Eevee's mother died, and actually was playing with her when they heard the gunshots. For her entire life, she's known Cooke as the one to go to for a rational point of view, rather than her father's 'shoot first ask questions later' mentality.
When she decided to leave the small town she grew up in, her father asked Cooke to go with her to make sure she was safe. Before she'd left, they'd already been pretty close, but they've gotten much closer since then. He keeps an eye on her, but lets her have her independence, as long as she's not endangering herself. When she got pregnant, he stepped up to help her take care of her daughter, and she's not sure she'd be able to do it without him. He is her rock, and without him, she'd be pretty much lost. They are not in a romantic relationship, and haven't ever been, but (she'll never admit it) she kinda had a crush on him when she was like thirteen. (He was the only stable male in her life that treated her like an adult rather than a doll to be protected, and she got over it pretty quickly.) Whether or not he was ever aware of that is up to whoever takes him, but it could be something that could be potentially awkward/a funny joke between them. (Plus, she's dating a guy around his age, so it would pretty much have to be brought up when she told him.)
A lot of details for him are open! I'm requesting Dwayne Johnson for his face claim, but I'm not set on it. His age needs to be somewhere near forty, within two years either way, please. Eevee mentioned in her app that she doesn't know what he does, but that she's sure that whatever it is, it could cover all their bills if she wasn't working, so his job is open. She doesn't ask because she grew up being told not to ask too many questions, even with him, so she won't ask unless he comes home injured one day. (I would prefer, though, if it wasn't illegal.) Personality is mostly open, but I picture him being a teddy bear. If he went to Hogwarts, I see him being a Hufflepuff.
